Is it really 1 Radiant Emblem of Service a week per account???
Per toon. I’ve earned one per ALT (the ones that were able to successfully complete the weekly quest).

I think it’s kind of working, or at least I got lucky I guess and it worked when I participated in the event. We probably need another day, with one to two hours of down time to correct w/e is causing the issue.
