Leveling up minis is not very impactful. If you spend $40-$100 real dollars to get a legendary core with the required energy you will get plus 1 level for a mini. 
This will mean almost nothing. If you do a raid or siege with a scaled down max level it’ll mean nothing.

so you must spend like 1000-4000 than you will see is a really different kind of progress. That’s meaningful
