Check the event info. Plague bomber is a non collectible event mini released in weeks 2&3 along with several others.
The kill skeletons with skeletons quest is bugged. I’m stuck at 188.

I claimed the headless horseman AND bought two of him off the grid, he’s still not even appearing in the menu of heroes
