I have most minis to uncommon and I am trying to get them all there, but now certain ones just aren’t showing up. I have not seen blizzard, angry chickens, plague farmer, or batrider since about my first week of playing over a month ago, and have refreshed the shop enough through big red buttons that it’s statistically improbable that it’s just a matter of luck. Has the game concluded that I just don’t want to upgrade certain minis for lack of playing with them, and if so, how do I reset that?
Are you buying talents for your upgraded minis? Upgrading a unit adds talents to the grid. The more possible things for the grid to display the less chance to be offered something you actually want.

That’s not quite the statistical outcome. It’s quite likely that each of us will have a few minis that hardly seem to show up. With the talent issue Cyprux mentions, and that there are 53 (now 54) minis to draw from, think of it as going 5 or 6 heads in a row on a coin flip. If you do the experiment 54 times for 10 coin flips, you’ll get a non-trivial number of 6 heads in a row.
Your case does sound particularly bad, but looking at my own collection, it doesn’t sound far off from my experience.
I actually have been pretty diligent in buying talents so they’re cleared off the grid. That’s what’s making me think it’s not just luck. Given the number of times I’ve seen a new mini that isn’t one of the four I’m missing (actually there’s more than four), the calculation is similar to 49/53 to the power of 90 (approximately the number of new minis I’ve seen that aren’t those four) a less than one tenth of one percent chance.
I have spent a decent anoint of money and always get the max refresh on my buys. I get talents knocked out the moment i unlock. But 4 leaders(sylvanis, murk, BARON, And hogger) never unlocked. But the main reason for my reply is Tirion. I unlocked him fairly early and not once has he shown. There is no doubt in my mind its bugged
I’m convinced that blizzard knows which one you need and purposefully holds it back to trick you into buying more funds. I’ve spent thousands of gold trying to upgrade Quillboar and I almost never see it in grid. Only stuff I don’t really need.

There is a weekly rotation of Beast, Alliance, Horde, Undead, and Blackrock. The week of these is listed at the top middle of the grid. During a given week, those minis will be more likely to spawn. Hold your gold/buttons until the week of the minis you want and you should have a higher chance of getting the ones you want.
