The truth is, this is indeed a series of garbage updates (for game fps)

The low fps + stutters is a known problem and tehre are couple of threads about this. Write your details, problems and workarounds you have tried in this thread : Patch 2.0.1.22498 - Low FPS/stuttering (+ workarounds) - #15 by Leviathan-1945
Hopefully, the developers have seen it and are working on the fix as we speak.
Please check to see if your CPU has built-in integrated graphics.
Press Start Menu, type “device manager” hit enter
Click the + next to Display Adapters in the list
If you see “AMD Radeon™ Graphics” in the list (alongside your actual GPU), or anything else other than your actual GPU, for that matter:
) Right click on the device > click “Disable Device”
Then try to play the game again.
If you do not find anything other than your graphics card under display adapters, then you likely have a different issue.
Also, what map are you playing for your 35 FPS, for basis of comparison? Some custom games perform especially poorly due to they themselves having poor optimization and aren’t a good thing to use to report your FPS.
Unfortunately, it’s unlikely they are, or know exactly what is impacting performance, because the performance changes every single patch, up for some and down for others, every single time the game is updated. So unfortunately, it isn’t likely to be some simple problem that is fixed with one code or file change, which also means it’s not going to be easy to trace.
It might even have something to do with what CPU cores the game happens to be running on when they do the build as some people have reported that simply changing which cores the game runs on can impact performance.
This card is fairly dated and while it certainly exceeds the minimum spec, it is as old as Reforged is (over 5 years), so you’re probably not going to get huge FPS on it, even if they find and address any issues. In your case, I’d reccomend playing in Classic mode instead of Reforged mode or lowering the detail settings, at least until we get some sort of update.
That aside, please do as xpx suggested and fill out his form, including anything you have attempted to help your performance. If we document everything in one place it will give the best chance for any issues to be identified and improved.
I believe that players who can reflect problems on the forum are not lying, because there is no need to complain about a problem that does not cause trouble on the forum. The current version does have a low FPS value and jumping problem, which is not a problem with independent graphics cards or AMD/CPU. Inter/CPU also exists, which needs to be taken seriously because previous versions had high FPS, but with continuous updates, it disappeared because this is a fact, a fact, a fact
No one is accusing anyone of lying.
The point is to drill down to the actual cause of any given problem so that their experience can be improved. Even if a problem isn’t caused by the game itself, that doesn’t imply that the person who had the problem was lying. The average person isn’t going to know what causes what, that isn’t theirs or anyone’s faults.

Different people with different configurations have had different levels of performance. Some people had high FPS, some had low, some had in the middle, you can not draw any conclusions from that. This poster in particular hasn’t even stated some level of FPS they got in the past- They could have easily just bought the game and simply expected their FPS to be higher without knowing what it could/should have been before, because they weren’t playing yet.
And it is for this reason that Xpx created that other thread to more systematically document people’s configurations and issues- in the hopes that this would help narrow down the location of the issues at hand. Which is why I strongly encourage this user and anyone who is experiencing unexpected performance to post in that thread.
Thus, you seem to misunderstand my intentions here.
