No thats a gnome. The facial hair and normal hair style are options in world of Warcraft. If the hair color was pink, green, or blue it would be very obvious.

From Warcraft II: Tides of Darkness manual - Look at Gnomish flying machine, the pilots were gnomes at that time but that doesn’t mean that in warcraft 3 the flying machines couldn’t passed to be piloted by dwarves and that doesn’t mean too that now the flying machines can’t be piloted by gnomes again in reforged. I believe both races are pilots of these flying machines. Anyway here’s the manual:

Notice that this site is provided by blizzard to tutor new players, so this really is official information, and the pilot is a dwarf here.

There is specific lore given for why the gnomes didn’t participate in the third war, including the aid of flying machines.
The WC3 Gyrocopter pilot has always been a dwarf. I would hedge my bets its still a dwarf. The lore for this unit isn’t changing arbitrarily.

It was a “gnomish flying machine” in Warcraft 2.
In WC3, it was clearly a dwarf piloting the flying machine. This is obvious from the voice lines of the unit, and the unit portrait is also obviously a dwarf. I think they removed gnomes from WC3 because they couldn’t render them clearly enough with the limited polygons, so they were simply skipped. They probably also did this because goblins became a neutral race in WC3, with the zeppelin being the most commonly seen unit in play.
In my opinion this new pilot appears to be intentionally ambiguous between a gnome (hair) and dwarf (physique). Though at the rendered size I think it doesn’t matter, as you can’t really tell anyway without zooming in. Unfortunately, I also think it looks nothing like the original WC3 flying machine, which is a little disappointing.
Ok, here is what I remember from everything. In Warcraft 2, they were Gnomes piloting the flying machines, then in Warcraft 3 they made them Dwarves. Then before WoW came out there was an explanation as of why they did not take part of the 3rd war, and it was because of problems they were having in there homelands.
Now in the screen shots we have available I can see why some people might thing they are gnomes acting as the pilots, but for lore reasons, likes likely going to remain by saying they are still dwarves.
But dwarves sport full beards, not moustaches.

I don’t think the guys doing the outsource art, nor the people giving the art direction are particular sticklers to certain bits of aesthetic lore.
If they thought the Gyro pilot looks like a gnome, then they will make art to make it look like a gnome, even if in the lore at this time they were supposed to be Dwarves.
The original flying machine from WC2 was flown by a gnome.

I think the old voice can perfectly fit both a gnome and a dwarf.

Personally just came back to see Nachoman be mad lol…how are you still so mad 
anyway i still think it’s a gnome and that won’t change…but i am hoping someone asks at blizzcon too…need some official answers here!
