Can only chat to allies in custom games. Fix it pls.
i fixed this problem by going into setting
click gameplay
on your left side theres some Communication options enable the chat there.
wont allow me to put in a link so i could show u sadly.

It’s not a bug. Check your options settings under gameplay > communication. You most likely have chat to enemies disabled.
As the poster above suggested.
(Note in some countries due to local laws these options to disable chat are forced on)
