I am having this exact same issue, though rather than the Task Manager, I alt-tab out of the game then select Close Window from the task bar. Relaunching after doing so, I get the exact same issue again. I did get the opening cinematic the first time, but I used Escape to skip it since I’d seen it before; the second time, the game registered that I had seen it and went straight to trying (and failing) to show the menu.
As of last night, this is now working again. The menu displayed, and I was able to get into the single player campaign.
