You can play campaign and customs offline. I’m not able to test if it detects people on LAN for offline multiplayer.

if you pay attention to the bnet UI this is the same as D3 too

just type diablo 3 chat UI on google and you’ll see :l

If you go to custom games while offline you can also do LAN. So basically you can do everything offline.
