maybe you have a point, specially since they removed the entire the frozen throne license and integrated it into the reign of chaos license. if you have the disc however, you can still install it.
Frozen Throne does not exist outside of old CD installs. Reign of Chaos was upgraded for free to contain all the content of Frozen Throne as well.
To play you need to attach your Reign of Chaos CD Key to your BattleNet 2.0 account and then install Warcraft III Reforged. You will be able to play Warcraft III Reforged using classic graphics and the legacy campaigns (RoC + TFT) by doing this.
Note that to install Warcraft III Reforged you will need to do so using the BattleNet 2.0 application while open in offline mode. Due to an oversight/bug the client running in online mode will not recognise classic RoC CD Keys as a valid licence for Warcraft III Reforged and so will incorrectly present the user with the purchase option instead of install option. Once installation is started in offline mode you are free to go online. Once installation is complete it will show up correctly as “play” when in online mode and automatically log you into Warcraft III Reforged using your classic (RoC) licence.
It is unlikely you will be able to refund The Frozen Throne. The product is effectively EoL at this stage, replaced by Reign of Chaos. An argument can be made that given its CD nature, you can always install the product and play on older operating systems, with online mode being EoL and so no longer available.
