Orcs and humans build their buildings like normal. Night elves grow their buildings with spirits and nature… Undead just pour some plague in a pool and wave their hands around then, Poof! full on Azjol-Nerub structure.

Dead nerubians and other Northrend locals slain/turned/raised by the Lich King spend long hard hours making the buildings.
Acolytes summon them in like “YO ALEXA, ORDER SLAUGHTERHOUSE” and Scourge Prime delivers them.

They’re using money because they’re building a necro-communism in one country. They would have long abandoned the concept had the oppressed proletarians of Stormwind revolted alongside Van Cleef and that lich in Duskwood! And had the male Night Elves thrown off the shackles of their matriarchal domination!
