I have a question and I apologies if I’m missing the FAQ for this but I don’t have the ability to create a custom map in my version. I have Warcraft Reforged and I remember being able to make custom maps and place resources where ever. Is there something extra I need to do in order to get this feature?

have you tried the “launch editor” button on the blizz launcher 
Open Warcraft 3 on battle.net, on top of “launch game” there should be “Open editor” button.
