In development would constitute broken… or else it would be in production. So yeah, nothing new there.

Bliz never formally set a date. Development hasn’t reached a point where it’s ready for external testing. Internal timelines change all the time. That’s normal.
When it’s all based off unofficial information, that’s not on Bliz.

Beta will come when it is ready. Blizzard prides itself having at least some quality assurance with its products. This is why patching frequency has decreased now that most of the issues have been solved. They do not want to release a Beta just for 99% of people to say it is broken.
I would suspect the beta to be around the time of blizzcon since it would tie in well with on the floor demos.
