Why in case if player has english client, when he is trying to write message in chat in game (not in lobby) he cant see cyrillic letters? It shows as “empty” message. Why is there such discrimination?

The core of Warcraft III was written before Unicode was wide spread, and instead it used locale specific code pages to handle character encoding. Although parts of the engine have likely been updated to Unicode, it is possible the text draw mechanics have not been fully converted and might not support the required number of glyphs or be able to load all the glyph sheets.
That’s a terrible excuse considering we are talking about remake here.
Reforged was not a remake. It uses the exact same engine as it did over a decade ago.
Having game source code, there is no reason why Unicode wasn’t added, still a terrible excuse.
