I guess it will need pre-order and also virtual ticket to receive the beta access. But these are supposition since no official news are still available.
I have both pre-order + digital upgrade + virtual ticket. Maybe Reforged is more focus on Reign of Chaos hopefully they add Frozen Throne later with improvements? Well I guess we’re about to find out on Blizzcon 2019

No. Reforged is both of them in one game. This is why they deleted the RoC ladder and just upgraded all RoC key owners to RoC+TFT. There basically isn’t even a RoC anymore.
