That is all, I just want to hear his voicelines and see his model outside of the campaign.

notice how it says “reforged edition”. Additionally, it requires you to buy the spoils of war edition.

In short, it already exists, you just don’t want to pay for it.
Unfortunately it is not the same Death Knight Arthas skin as in the campaign.
King Arthas is a separate skin that was, indeed, made for the Spoils of War edition. But it looks different from the Arthas we have in the campaign.
The portraits alone look very different. Sadly I no longer have the SoW edition so I can’t compare in a custom game but you should be able to see it yourself if you have it.
For comparison: 
The undead only have 3 different heroes with campaign-related skins and Death Knight is not one of them. Dreadlord has the most by far, while Lich & Crypt Lord just have 1 each for Kel’thuzad and Anub’arak respectively.

Reforged edition arthas may exist, but i am talking about classic. Use your thinking box.

I’ll take your word for it. I figure it’s “close enough” but it’s w/e.
I’m using that skin though I rarely play undead.
Oh most of the dreadlord skins are also “close enough” but they still got added. I say someone as important as Arthas ought to be considered for a quick skin addition to the Collection tab.
well they added all sorts of random skins in 2.0 so who knows, they could do it again.
Lich Kel’Thuzad should also have its own voice and avatar icon, but now only the portrait is correct, so they were added in 2.0.3
