Mid-2017, a couple months before StarCraft Remastered released. All the features of the original game and expansion are free along with a few new features such as built-in observer slots for custom matches. Other features like the new graphics and ranked matchmaking are only available if you buy the Remastered upgrade.
As Leviathan said, SC2 went free-to-play around the end of the same year. But that’s a little more complicated since a lot of aspects of that game were already free like custom and arcade games, three of the co-op commanders, the first few Wings of Liberty missions and the prologue for Legacy of the Void, and also options for doing team ladder with friends who owned the game. They made all multiplayer free, allowed access to all the other co-op commanders up to level 5, and made the entire Wings of Liberty campaign free.
Oddly, there is still no free version of any of the Warcraft RTS games.
