THIS IS WHAT I’M SAYING. 
Same issue here (as of Jan 2020). Deletion did not work - but just for Brood War, in my case, as the other folder for the Original Campaign is fully clean…
I’ve actually contacted them about this and they said it’s not possible to delete the cloud saves. It looks like it’s not a bug, but a “feature”.
