I have seen people talking about this since the Release of SC Remastered.It does not hurt to clarify certain points in here as the thread is growing and is good to Educate People about this a little bit more.
PING is not something that matters in SC Remastered as THERE IS NO CENTRAL SERVER and the game runs on what is called P2P or Peer to Peer.
Long story short Peer to Peer means “Blizzard has no responsibility on the connection between 2 computer, as there is NO SERVER WHEN THE GAME STARTS”. and there is no fileable way for Blizzard to Filter IP based on countries because Blizzard does not care about the NAT complexity of the P2P connection.
And there is a good reason for this, P2P is WEIRD AND IS MOST LIKELY IMPOSSIBLE TO DETERMINE WHICH SIDE “LAGS” MORE, because there is NO CENTRAL SERVER, ONCE THE CONNECTION IS STABLISHED BLIZZARD HAS NO CONTROL ON IT
There is something called a STUN SERVER WHICH ONLY OBJECTIVE IS TO KEEP THE ROUTERS SYNCRONIZED AND THE CONNECTIONS STABLE ENOUGH EVEN THEN UDP PACKAGES MIGHT GET LOST IN HOPS.
Now why is this important to mention, because (And here is the important thing to gather from all of this) A LATINO PLAYING IN PERU WILL HAVE TURN RATE 20 WITH A GERMAN OR SOMEONE FROM CALIFORNIA BUT THEN TURN RATE 8 WITH SOMEONE FROM TEXAS OR NEW YOKR, why you ask?:
IN P2P THE ONLY THING THAT MATTERS IS INFRAESTRUCTURE AND THE WORD P I N G
HAS NO REAL MEANING
You could grab whatever IP a person is connecting to SC to (Considering how complicated NAT is to start with) and ping that person and you will get long waiting times, but when the game starts… you are Turn Rate 24, why you ask?. "AGAIN LAG IS AN IRRELEVANT TERM FOR P2P CONNECTIONS, ESPECIALLY FOR GAMES THAT ARE PLAYED WITH MORE THAN ONE PERSON LIKE CUSTOMER 2v2 GAMES AS THERE IS NO CENTRAL SERVER TO PING, AND NOT EVERYONE HAS A PUBLIC IP TO PING, AND WATHEVR YOU PING IS IRRELEVANT TO DETERMINE LAG"
To calculate “LAG” in P2P you need to take in consideration Jitter, NAT-Lag, PING to a webservice that is determine to be in a node X-distance from both points (or all points in a 2v2 3v3 game) etc.
People in Peru have turn rate 20 with someone from Korea (Korea has amazing fiber infrastructure) and will have Turn Rate 8 from someone from Ontario.

So what could be done?, well simple, Blizzard should recollect the “HISTORY” of players with bad connections and give the people the option to filter them, not by IP or “REGION” as i explained that is pointless, but i agree 100% that people with Turn 8 with a Tons of players from different regions should get flagged non-explicitly and the algorithm should pair them with people with the same Turn Rate (Not based on region).
Do all people from Latin America have bad connections, the answer is NO, do all people from Latin America ALWAYS have TR 8-12, the answer is NO. That is something that you could say from a game that has a central server (Datacenter or CDN) located NOT in Latin America, from a game that decided not to invest in the region. STARCRAFT REMASTERED DOESNT WORK THAT WAY; IF YOU LIVE IN A STATE IN THE US THAT HAS BAD CONNECTION TO THE OURSIDE WORLD THAT IS MUCH YOUR FAULT AS IT IS THE OTHER NODES FAULT, THERE IS NO REGION TO BLAME.
