If you took out afterburners, all Terran drops and Medivac plays would become weaker; however, Ignite Afterburners isn’t the reason why Terran players use drops.
Terran players use drops to damage the opponent’s economy, to split their attention, and to delay them from moving out before the Terran player is ready. Terran players who use drops will drop any unit that can deal sufficient damage to workers or structures, not just Widow Mines.
If Widow Mine drops in particular are a problem, (I don’t agree that they are), then the solution to that problem is to target the Widow Mine’s effectiveness against workers. Going after Medivacs (nerfing literally every other case they are used) is overkill, and likely to cause more problems than it solves.
When players avoid direct solutions and proposed indirect nerfs that affect a wide variety of other cases, they are usually not actually trying to fix the “problem” they complain about. They are using the “problem” as an excuse to nerf the other race to the point where they have a clear advantage in that match-up.
