And he did all of that entirely independently of the hunt for the artifacts, and could still have done so had Tychus remained in prison. Whats your point?
Actually, if we are being honest, Raynor hardly put a dent on the Dominion save for that one mission. Also, except for the first artifact, all pieces are in the possession of the Tal’darim. Lastly, and this one is quite a stretch, the timing is a bit too perfect. Tychus was released just in time for the Swarm resurfaced. If this is not a coincidence, then the plan is actually pretty good.
In terms of propaganda it should have been a bigger blow.

Beyond that, many fringe colonies outright declared their independence. In the short term this is largely meaningless because Mengsk wasn’t really controlling their lives anyway, but over time he would see serious damage done from the loss of, say, Agria, which was a major agricultural center.
