There is a persistent bug with Master frames. Some low MMR players get Masters frame assigned, and they get to keep it to the end of a season. As a result, the Master frame is greatly devalued, because many people are fake masters, because of this bug. There is a simple workaround which can fix this. On the server, keep the MAXIMUM MMR attained by a given player during their career. In the game UI, select frame using the max MMR. Use a static table of MMR ranges for each league frame. If the client detects that the career max MMR is too low, then it will pick a lower league frame. The idea is to avoid messing with the servers/databases, which might be complicated. This career max MMR check on the client-side, would eliminate all those fake Master frames/icons from the UI.

Honestly, there’s a million ways to fix the bug but the game is in maintenance mode. Unless there’s a super egregious issue it’s not getting touched outside of one of those truly awful community patches that come out 2-3 times a year.
Blizzard abandons their IP. It’s what they do.
