I do not believe that Blizzard added Zarya with the understanding that damage in the match goes up significantly, leading her to essentially be at 100 charge at all times.
This, also, doubles the effectiveness of Zarya’s Weapon Damage boosts, as the doubling is applied after the flat percentage increases. This allows her to very easily achieve over 300+DPS with bubbles that have over double the HP with Lifelift, which people still always pick because it makes her immortal.
This character really should not have been released to Stadium until they experimented with the game mode more, because she is, and always will be, one of the hardest characters to balance in a mode like this. She is completely oppressive when built correctly, with very few builds allowing counterplay.
