So, I saw this for the first time recently.
I used grav as Ashe threw bob,
bob never landed so was just chilling in the grav all laid back and not firing at all.
When grav ended my Ana slept him and by the time that was done bob had literally not fired a shot and said “peace out”.
Now you know.
Doesn’t BOB’s timer only start when he collides with a wall or something?
Well when the grav was over he didn’t start running so it did technically stop him(he was mid air when he got caught) but for some reason did not activate him shooting until it ended, at which point ana slept him.
That sounds more like a bug or at least an unintended interaction to me

Nah, it doesn’t really make sense. Anything else that interrupts Bob’s dash forward does cause him to start shooting, this would be a weird and nonsensical exclusion.
Zarya’s grav already interrupts stuff like Rein’s charge or Hammond’s grapple and puts them back in their neutral state, Bob should be no different.
Did she grav him onto a higher portion of a wall?
It was numbani 2nd point at the end, ashe was on the high ground and threw bob down, I gravved the ground and bob landed in it without ever touching the ground, hence why he did not start shooting imo.
That’s probably the reason yeah. He probably has to be standing still on the ground before the behaviour algorithm moves into shooting.
