It wasn’t exactly a noticeable or important detail, and considering Russia/Putin is basically using the letter in a swastika like manner, it’s pretty understandable to not want it worn by the Russian hero.
Really, probably the most reasonable thing they’ve removed.

Just retcon Zarya to being Ukrainian. Got stolen as a baby, so doesn’t even know it and it’s gonna be a big reveal in OW2 cinematic.
