The shield+armour is just too much still. Headshot passive, healing armour at same rate as health (can easily keep his armour if 1 support focuses him). Way too much HP to get through before you even get to his actual health.
Nerfs please!! And, no Blizz, Rein is not everyone’s favourite and, no Blizz, Rein being in way too many games does not make OW fun.
The problem is he needs to be tanky in this regard due to his lack of range. I know his shield gives people an innate fear debuff IRL because big rectangle scawwy, but that thing is useless when people actively shoots him.
You’d need to say he’d be good with the nerfs you want to give him, but I suspect he wouldn’t be. And that’s why people want him nerfed. Like every other character they want nerfed, they want the characters crippled.

If I had a word to describe Rein it’s just lame
Like he’s a melee ranged hero so he needs uber buffed stats but it’s still just lame to play against him if you’re not picking multiple shieldbreak heroes
Rein is overtuned on control maps
