Blizzard has explicitly said multiple times that leave rates are down. Here’s a quote from Aaron Keller’s director’s take two days ago:
Based on a recently implemented set of penalties for leaving too many matches, that rate has gone down considerably
On that note, leavers aren’t going to disappear. So many players subscribe to an all or nothing approach where if something isn’t absolute there was no change at all.
Everything exists on a gradient scale.
I still back fill as much as I did before… so I call bs on the rates they say

That’s actually a good point though. I wonder if the ten minute penalty exists solely to address this potential exploit because they ain’t no way a quickplay game is lasting ten minutes.
You can do it anytime you like, go on, the only way blizz will change something is when the player base and the whales start to leave.
Unironically, that’s the way to do it. Games are supposed to be fun. If the game is not fun, do/play something else.
The only time I want to leave is backfill into flashpoint games throwing paper in to bin is more rewarding than wasting time in that mess.
