Might say it’s too early to know this but it feels like the team just needed something big and new to add and had them lying around from whatever progress they did make with PVE(rip).
The team that’s winning will get their perks faster and gain a power boost that helps them continue to stomp an already losing enemy. You could say the same about ults but usually, it balances out with supports getting ult faster when you’re getting stomped or you’re teams dealing damage but not finishing kills etc etc. The point is it makes a game where people have been complaining about one-sided matches worse.
They don’t follow you when you swap characters. You get sent right back to perk level one if you swap characters; the issue with this is it disincentivizes swapping a thing that the devs at this point should decide if they want players doing or not. With how long it can take you if you’re not doing well you’ll either be swapping and getting reset or staying on the character you managed to level even if it’s not working.
Final thing is they simply weren’t needed, they just added more complexity and mess for themselves to balance when they already cant keep the community happy as is with their current balancing. But hey new feature pulls eyes.

You get a certain percentage of perks when you swap heroes if you leveled it up. Then if you kill someone with a higher level perk, you gain more perk experience. As the match progresses, the rate of getting perks is faster. Sure, it discourages swapping but countering a hero is still a counter and strong. Like a hitscan vs fliers, I’m still making that switch even if I lose Junkrats trap throw or something. That might not really matter much in that particular situation.

My main problem with perks is that some perks that are meme perks, like theres no reason to ever pick it outside of trying to be funny.

I’m not saying you have a wrong opinion, but you have a wrong opinion. Hero perks are finally something new that they can evolve over time. Plus I don’t have to swap at every counter, I can build around the counter with perks.
Nah they are great, even the bad ones at least exist.
Bad heroes tended to get perks that make them worth playing and building too and good characters that don’t really need a change in anyway just get slightly more power.
Yes, but now there are two progress meters to work on, both of which are penalized by swapping, and both of which get stacked in favor of whoever wins the first team fight (e.g. whoever picked the correct heroes right out of the gate). So with respect, you kind of proved the OP’s point.
If you think about it, the higher ult gain for winning first team fight is what made 2cp get removed from the game. I feel like ults + perks together, this is going to make players leave control maps, because losing the first two team fights pretty much guarantees losing that round, and players already leave 0-1 as it is.
As for Push maps? LOL forget it… losing the first two team fights all but guarantees losing the entire match right there.

The matches are even more one-sided now than ever.
The heroes are more unbalanced with op/useless perks, take doomfist for example or zarya, their perks are good, now look at dva or junkrat, what the hell are those?
This should belong in the arcade mode or seperate from the original game and those who like it they will play it.
They took away 6v6 and now they make 5v5 even more f-d up.

Of course, I’m not saying it doesn’t prevent or stop players from considering swaps, but I don’t view that as an inherently negative thing.
For now, people are still swapping in games when necessary or when they feel they aren’t doing much. Maybe we’ll feel a bit behind I suppose. Like more punished for doing so. That isn’t always a good feeling. I hate losing my ult when I swap too and atm I felt I want to try and take advantage of the perks I built up.
On the other hand, we have other people who feel that counter swapping has been too much of an issue in OW2. Particularly on the tank role. Or if they play one hero they feel like now they can’t play that hero, because the enemy hero character shuts them down.
I believe there is the potential for perks to give players an option to somewhat mitigate the need to swap based solely on an opponent’s hero picks. It becomes more of a strategic decision rather than a built in no brainer.
Of course, not every one agrees. And I can understand that there is a certain sense of simplicity that is elegant to some players when the game and it’s heroes are very basic and straightforward to understand. Essentially the rock paper scissors interaction that may have. Some people like that and that’s why they call for a complete revert to OW1 classic style.
I get that, but I think there are pros and cons with both, but I feel that at least this way might offer somewhat a feeling of freshness to the game for the average person who is probably tired bored of the old usual way. That I think is the main thing this whole update brings.

I half suspect that this is their way of throwing in the towel of trying to balance the game at any reasonable level.
I also suspect that their next move will be to constantly change the perk list every season, so everything is constantly in flux and in an unbalanced state.
