A big reason why many disliked open queue was those instances where one side was 222 and the other wasn’t. Wouldn’t it make more sense to make open queue role limits with strict 222? I don’t see what this will accomplish other than showing us what we already know.
You are indeed correct.
It may ensure there is one of each role but that is not really enough to ensure a decent team comp.

It could work but they decided to make it harder on themselves by still keeping passives in the mode to limit optimal team comp variations
to test whether the open queue like format could work, seeing the numbers that would hopefully make the future tests run better
It won’t be a problem if they balance tanks correctly (re-tune every tank individually). They can’t be dumb enough to just nerf health and call it a day, right?

We already have that. It is called open queue.
They did exactly that with the launch of OW2. 2/3 of the tanks were almost unchanged.

2-2-2 is not always the optimal team comp, contrary to what many people will say. The biggest benefit of RQ is that it makes the teams more consistent, and (at least IMO) caters much more heavily to solo queue players who want to ensure the rest of their team arent doing anything stupid. OQ offers much better flexibility (including swapping between roles) and (again, IMO) caters better to people who play as a group where they can optimize their team comp in a coordinated way more easily.

In many cases yes. Though personally I think the prevalence of GOATS had more to do with them not addressing core design issues with some of the tanks. In the same way that people complain about “double barrier” despite 2 barrier tanks existing in the game since the game was released in 2016 (e.g. Rein+Winston). The reason double barrier was a problem wasn’t because having two barriers was an issue, it’s because of a combination of factors involving the design of orisa and sigma, and the lack of great counterplay options into barrier-heavy teams.

Oh for sure. But I’m referring to OW1. My point was that people like to complain about “Oh we have 5v5 because of double barrier” and “We have RQ because of GOATS” when in reality i think those were just bandaid solutions to deeper design issues that can be resolved.
As KevinAteNine said, maybe the solution to GOATS is just something like the dps passive. And the solution to double barrier could have been more counterplay (and maybe we have that now in OW2).

With a support mentality, one is always willing to swap to something that rounds the team off better.
I find that oq serves a solo player better in that regard, as they have more control over the outcome of the match.
You see a problem enemy, you’re free to swap to any counter on any role to take care of that if no one else is.
In rq, all you can do is pray that someone swaps to the obvious counter to shut something down. Since a support can’t pick bastion to melt the rein shield.

If you want to win, 3 1 will end up always being 3 tanks 1 dps 2 supports. Feel sorry for the player who has to play DPS in that mode. Probably will be a tracer whose only job is to apply the DPS passive - fun stuff.
Very true, but i’ve found more people in oq who still do so.
And it’s still the mode which gives one the most options to deal with an enemy comp with.
It makes the matches less stagnant if a team is willing to switch it up, and usually those are the most fun matches.
