A lot of the redesigns are kinda bad/meh tbh. But I think you are wrong regarding DVA and Mercy, they are some of the better redesigns tbh.
I think Bap, Hog, Rein, Soldier are all pretty bad

the new designs are the old designs with a bunch of stuff slapped on, beards and rounded armors.
they all feel like downgrades with very few exceptions (and the better ones are sidegrades at best), because they just add a lot of unnecessary details, ugly hair texture and most importantly completely mess with the silhouettes and the color balance.
Ow1’s designs are very simple and easy to understand at a glance and they all have very iconic and easy to recognize silhouettes, which is ESSENTIAL for a fast paced class based shooter.

I like them all, except maybe Baptiste’s hairdo. Reminds me of an annoying type of person.
Reaper’s is a downgrade.
The guns are way better though.
But he has this big clunk of metal on his chest, smaller belts, NOTHING on his thighs and his new mask is worse

I actually prefer Bap II’s hair to the old one but that’s not why I’m here. I want to take a moment to discuss Baptiste’s floating shoulder pad. Can we lose it, please? It’s always made him look like a level eighteen World of Warcraft character that’s just got out from the Deadmines.
Talon, Funky, Snowboarder… all high tier skins, none with a floating shoulder pad.

Soldier:76 redesign is much better than the original while Moira is very bland.
Baptiste, Soldier, and Hog are the only ones I’d consider objective downgrades. Orisa’s is growing on me a little when I really didn’t like the teeny horns and wide helmet at first, but I see what they were going for more.
It’s a shame; I thought Roadhog’s OW1 design was peak, and they did Junkrat so well, but… I hate mohawks and nose rings

I actually like most of them, my favorite redesign is Widowmaker’s.
My least favorite is probably Moira’s, or Soldier 76’s.
I think most of the redesigns are good in the sense that they show the characters developing/progressing over time. Usually, more detailed and intrinsic appearances reflect some level of time passing and the character evolving.
My biggest peeve is that some of these complex redesigns are way too eccentric and overly detailed. Take Widowmaker for example. Her braids and covered cleavage is fine and honestly an improvement (she’s an assassin at the end of the day, not a pin-up model. That’s not to say sexiness is bad but it shouldn’t be the defining feature of a cold-blooded killer) but the random spikes on the front of her suit and the hard metal cleavage armour plates is so impractical and makes no sense.

Somehow they took Soldier 76, a character intentionally designed to represent the generic first-person shooter man, and made him more generic.
The problem is that OW1 S76 still had distinctive elements like his high contrast color pallete, sleek silhouette, and messy hair.
Some choices also just feel wrong for the character: Jack Morrison just isn’t a beard guy. He’s a farmboy that settled in to a military career. Even when overwatch dissolved and he became a vigilante, he never lost the discipline he’s represented and emphasized to his underlings.
Now he’s just a guy you’d get if Ubisoft Made Tom Clancy’s® Fortnite.
This is definitely an opinion, but it’s completely wrong so that’s cool!

But some rework I can’t even see what changed at first look.
And yeah, D.va seem the worse for me too. I was sad at her new design…
