No, it should still be available for another week, can’t earn anymore, but you can spend tickets until the 16th.
My game still showed the winter wonderland thing last night, haven’t checked today yet, but you can check if you can use your tickets in the hero gallery. Select filters, select unowned, scroll through the heroes whose skins/sprays you were looking to buy and see if you can buy the ticket specific items.
you were able to collect/buy tickets until the 9th, so it ended a few days ago. but you still have some time to spend tickets you collected before then

weird, didnt see that, specially when i remember playing yesterday and still having the “premium” button avalible.
