can’t buff him because he is OP in OWL
yet gets hard countered in competitive to the point of having to switch off the char by reaper and even bastion

He is used in owl because he pairs well with the skill based heroes that are in a good place. Ana, Tracer, Sombra. He is still good in ranked just not top tier because people play many different things so he doesnt mesh as well with many of the comps.

Winston’s entire kit is about coordinated Dive. He’s not gonna be good for the majority of the playerbase, but at that top 1% he’s the best.
He’s fine where he is. Same spot as Tracer, and I don’t think anyone would disagree with Tracer being in a good spot in terms of strength by rank.

Ehh, it’s similar but not the same. Tracer is crushing the ladder and is top DPS in GM.
Winston can still be played to a great success on the ladder, by a skilled gamer. I say he’s in a good spot overall.
Winston is fine. he and Reinhardt represent balance. He’s not op in owl he’s just the only tank that keeps up with the actual op heroes (Sombra and tracer)
His only problem in ladder is just how he gets bullied so easily without owl level teams backing you up.
That being said though this is all the tanks since supports are crazy and tanks get bullied by the CC plaguing the other two roles

Winston feels more balanced than most tanks. It’s crazy the heroes that Tracer makes meta
Winston is historically one of the least changed characters in Overwatch. For years, the only change he received was a small buff to his bubble and he remained untouched until OW2 launched. Winston’s kit is so simple that it’s hard to really change him in a way that isn’t just flat buffs.
I don’t really think Reaper counters him anymore (since OW2). Proper shield dancing and Winston should be really hard for a Reaper to deal with. And with him having range damage and the speed he can get in and out, Reaper just can’t really keep up.
Bastion on the other hand, that one I will give you. But Bastion is hard countered by Hanzo and Genji, which are played all the time. And Genji works well with Winston. So, there are ways around it.
Buffing Winston just because Bastion deletes him is a dangerous path to walk. I mean, by that logic, Bastion should also get buffed because he gets hard countered by Shimadas, and then where would we be?
Besides, Winston has a good niche, as one of the few tanks that doesn’t get shrekked by Zen and Ana.
