One solution to rampant cheating is to charge for a base game license per account. It can be as low as $10 so that making a few dozen accounts to cheat becomes more costly. Another possibility is to require a credit card as part of creating an account, then lock that card out if the account gets banned so that cheating has some financial impact.

i did notice some odd behaviour on a match today were enemy team seemed to have wall hacks, wasnt sure so i turned on mine on widow ult and could see they practically were looking at me from behind walls.
though didnt see any aimbot

I headshot a Tracer today while aiming for a Doom. She blinked right in front of my shot the moment I fired.
Loved it. Tracers are beyond annoying.

Once on Numbani I pressed tab to see a Sombra on the enemy team at the beginning of the match, so I immediately whipped around to spy check the top left hallway behind me and my first shot hit her out of invis, haha. No sound indicators. She thought I was sus. 
I watched about 3 minutes past 4:00, and I also checked the 1:00 Rein turn. I hate to be that guy but the replay in your op doesn’t seem to be of a cheater, the Roadhog is playing normally and responding to your hero sounds like your gun, tp, and footsteps.

i mean i can see your point on most of the gameplay but the 1 minute mark speed turning and lock on the kiriko isnt humanly possible i think
i did report that guy and mabye i am wrong but…
