Essentially, Counterplay, as defined by the most senior game devs at Riot and Valve is as:
Counterplay = At all times, a player should have enough time and obviousness to react and counteract an opponents Play.
However every Sniper weapon breaks that Rule.
But they all have large downsides for the Sniper user, that are emotionally satisfying to their opponents to compensate for that emotional damage.
Widow and Hanzo are the only Sniper heroes in all of modern PVP FPS gaming, that don’t do that.
And there’s a lot of ways to address that. But the most minmaxed on “Minimal Damage to Sniper players” with “Maximum Satisfaction from reduced Frustration from everybody else”.
Is to get rid of this stuff.
Also a lot of how you used to deal with Widow is chip damage, which made her have downtime on a flank. Well now she doesn’t even have that.
And doing it this way compensates for that.
You definitely have enough time to counteract a Widow. Just because you died once not knowing they had a Widow doesn’t mean there’s suddenly nothing you can do.
You have infinite lives and a wide variety of characters to choose all of which can deal with Widow in some way. Make use of your tools.
Also why can’t you chip Widow anymore? Because supports heal? They’ve always done that my guy, any support beats chip damage and always has. That’s literally their job as a role.

That breaks counterplay rules.
And every other modern PVP FPS game in existence that’s not older than 20 years, addresses that issue, by offsetting the emotional damage, with a downside for the Sniper player that’s emotionally satisfying for their opponent.
Except Overwatch.

Hiding behind walls if you’re a support trying to heal
Staying under cover to attack targets in your view if that was already your goal
Utilizing barriers in order to attack from open space without worry of getting shot
Flanking around the Widow’s sight to attack her up close
Being a tank and just attacking her head on
And if you know the Widow isn’t totally cracked, then taking potshots at her to deal damage from cover
There are lots of ways to deal with Widow and every character has counterplay in some capacity. That’s part of why Widow is fine, the other part is that Widow isn’t doing anything degenerate. She has to aim her gun and shoot you, no tricks and no games, just all mechanics. If you get killed, you 100% deserved to die. She doesn’t even have an ultimate to pop in case of emergency like just about every other character does.
No, it doesn’t. Widow has lots of counterplay. Just because you can’t react to the shot doesn’t mean the counterplay isn’t there.
You can’t react to any hitscan attack, so if Widow is a problem fundamentally, then it’s a problem spanning all of the hitscan characters. Given the game was designed around them though, I’d say it’s not a problem.
