I know she requires alot of skill in order to earn kills. But is it really balanced for 1 hero to be able to instantly one hit someone from a mile away from their effective range and before they can even notice you?

she can 1 tap you from far away because you need high mechanical skill to do so
Thats why no aim weapons are all close range they are all at a disadvantage and aim weapons have the advantage of range.

There are 2 guns in CS:GO one of the most revered FPS esport games for DECADES now that can one shot body shot you from a distance. 
Yes, widow is balanced.
The argument, at least from some of the top guys that I’ve heard, is that Widow mobility is actually quite good or at least, good enough to evade dive or to relocate herself from danger.
Balance-wise, if we’re catering to the top and OWL levels,
is that Widow does need some changes, similar to Tracer since she’s too good not to be run. Being able to one-shot is one thing, but able to do that, and able to relocate one-self without much problem is the issue.
To take another example, Ashe and from another game, the quake railgun.
Ashe headshot in ADS does a total amount of 170, it’s not enough to one-shot but it’s certainly enough to get someone back off immediately. In a way, yes, she does still one-shot with Mercy or Zen help but on her own, it gives a slight chance for people to survive.
Even in Quake Champions, the best example of Arena shooter, the Rail-gun doesn’t one-shot but it does ridiculous amount of damage.
So because of that, Widow shouldn’t have much mobility to her since she can not only one-shot. Or to take another page as an example, the sniper from TF2.
Yes, he can one-shot, but in turn, his mobility during that period is almost nil (Barring other weapons.) or very slow. Allowing other classes to take advantage of that to hit him back if he doesn’t land those shots.
Right now, players are getting better enough that utilizing Widow to get those shots, coupled with her mobility, allows her to kind of carry the team and turn fights around. Barring meta aside. So it’s argued that Blizz should increase the skill floor, or make it less lenient for Widow makers to screw up. Keep the one-shot aspect but make it more punishing if she screws up.
Well if she misses, she does reveal her position because of the bullet trail and dive heroes like Winston or D.Va can take advantage of this if they are close enough.
The problem being that first-pick advantage is more than enough to compensate for being easily spotted. The element of surprise only needs to last until the first pick for it to matter. In that regard, I liked the TF2 solution with the Sniper’s dot so you’re never completely unaware of his presence. Overwatch’s solution is at least 1 non-Roadhog Tank on your team but good luck getting that.
