So, here is the thing. Trolling has gotten really, really bad. I used to play Overwatch every day. Now, I only play a couple times a week, because at least 30% of my games, we end up with someone trolling.
I don’t mean someone “picked out of meta”. I mean people who sit in spawn, moving every 30 seconds to not get auto-kicked. I mean people who pick healer, then sit behind the team and don’t heal (or attack). I mean situations where all of the other 5 people on the same team agree the person is purposefully and blatantly sabotaging the game.
The only possible way the issue can be this rampant, in my mind, is that Blizzard simply does not ban people for gameplay sabotage. And it is ruining the experience, and is the main reason I play about 5% as much as I used to.

Because you only get banned if you do it constantly and sometimes someone just needs to go AFK.

One of people I know was banned for being afk for whole season.

I get that. I am talking more about the people who do it purposefully in game, not someone who needs to go afk and does it once. I mean the people who purposefully and obviously ruin a game for their team mates because they are trolling. It isn’t hard to tell the difference, IMO.
Because if they do get banned, everyone has a smurf/alt account to hop onto. So technically the horrible playerbase has zero repercussions.

Does it happen when you are winning a game by chance? Or does it happen when you’re getting absolutely decimated and people don’t bother to make switches/different strats?
Nope. The one I was referring to here was throwing from the very start of the game; he was the only person on the team without a mic, but was in voice chat. Just kept sitting in front of spawn as Ana, moving a couple inches to keep from getting banned. He had no reason to be doing it, as it was a random group. He was just a jerk.

The reporting system is automated. Players only get banned once they receive a certain number of reports, so its up to other players to report trolls/throwers/griefers/cheaters/smurfs to ensure that they get actioned accordingly.
because the people whose job it is to enforce the punishments are also AFK

If they do that every game they will get banned, I report things like that any time I see it, which I don’t see very often. Most times I’ll see a message saying action has been taken. Avoid those ppl and move on, they are a small minority in reality
Just the last match and two matches before got the same Ana played by Aspas, and Lucio played by Jinggg who were doing like that, staying AFK behind the team and moving a little at every 30 seconds to not get kicked.
Why they aren’t getting banned by Blizzard!? Blizzard is only encouraging those kind of behaviors by protecting them like that. That’s the ELO HELL demolishing those sarcastic trolls’ “gi gut”. How do you get gut when Blizzard is taking you down SR points while pampering those trolls!?
