Yes, everybody knows that sojourn needs to get nerfed and she is not just broken at high ranks, even at lower ranks she is incredibly dominate.
No, they will not be nerfing her until after she gets the mythic skin next season. The hero that gets the mythic skin will always be a meta pick, and right now they are unable to nerf her because doing so would mean people would be less likely to purchase the mythic skin for sojourn that will be coming out in season 2. Sojourn will be nerfed halfway through season 2 just like genji did.
Sadly, this is a business patch, not a balance patch.

Because EXE file balance patching is really really slow, and the hotfix balance patching feature they had in OW1 got broken in the transition to OW2, but it should be back up and running on December 6th.

I think almost all the balance logic the current dev leadership team have said so far makes sense.
But the Sojourn part, makes no sense.
