Because adding a flag is not necessarilly easy. The government of the country has to agree with it. Which is why a TON of flags are not in-game.

They is a bunch of legal mumbo jumbo they need to deal with. They had to remove Poland’s flag for legal reasons.
Maybe it will come this summer.
They’re waiting for it to be Russia.
