Because Baptiste has 15 shots because each one uses three bullets and because Soldier 76 has a very modest kit.

Interestingly enough, Baptiste can kill 7 250 hp heroes with his 45 shots while Soldier 76 can only kill 5 200 hp heroes with his 25 shots.
because they’re smaller, he can fit more in the clip
yes, but what about the rate of fire?
obviously over a given amount of time, solider will be doing more damage
Nah, 76 can kill 2, maybe 3 tops, before his spread makes his gun useless.

Everyone knows that soldier’s bullets deal more damage than a lot of heroes right?
Sombra has a clip size of 60 and does noticeably less damage
In my example, Soldier can only kill 5 heroes if he lands 100% headshots. In actuality, Soldier can only kill 2 200 hp heroes in a clip, accounting for body-shots and missing shots.
baptiste’s a healer, his healing grenades only have 12, and when they run out you need to reload both ammos. if you only gonna be “dps baptiste” (odd?) yea you might be able to shoot longer than solider but there’s still a delay with each burst and upwards recoil, but your team won’t get heals which is what you’re supposed to focus on
Still issues of fire rate and over all requirements of the role. S76 can mag dump into heroes at mid or close range and do some serious sustained DMG. He has just hard gimped by double shields.
where as Baptiste has a tougher time due to burst fire of doing any long sustained damage. There is also the trade off of role requirements. We have all seen what happens when a Moira tries to go kill crazy and… defeat.
but she did so much DMG and gold this and that… what… what happen? Ohhh right, her team’s main tank died in every fight due to lack of heals so every major key team fight was a loss.
There is more going on in game than what paper crafting might so with possible outcomes based off DMG/Weapon/ability stats.
Shells/cartridges are generally contained within magazines (or mags), not clips. Clips are little strips of metal that hold cartridges together outside of a magazine. Very few, if any, modern firearms made since WW2 use clips.
Soldier still has a much higher damage per second than Baptiste. Also, Baptiste can’t just shoot people. He has to do other stuff, too.

Well honestly I wish they didn’t buff as much as they did because in order to bring soldier back into the roster nerfs should have been happening and now it seems like the path moving forwards will be a buff…
I think if his overall spread was reduced he’s be a ton better. Make him only need to burst for long range
