While playing against obvious cheaters, the most common being wallhackers, triggerboting, and healthlockers (their health-bar falling to just one millimeter, but nothing beyond that even while being triple-headshoted), why am I being double-punished than in a fairer match!?

You’re not. That’s not how the MMR/rank modifiers work.
How much you gain or lose is pretty much set when the lobby is made, as it is related to your MMR and the MMR of the players in the lobby and such.
If someone decides to throw, cheat, whatever. It makes no difference to how much you’d of gained or lost after.
As for “fair”. Their account still has an MMR. If your MMR is the same, you’ll likely be matched. The match maker isn’t responsible for what players decide to do after that. So if they are cheating, quickly report and hope they are dealt with quickly.

Autodeflecter Genjis are the most common things in plat and dia. Their reaction time is very low (0.01 sec or lower while the reaction time of the average people is 200 ms). The most common cheats are wallhack, auto ability hack with 0.01 millisec reaction time like Orisa’s fortify or javelin spin, or Zarya’s auto bubble. I’ve met these players.

A lot of times people mistakenly accuse people of “auto” deflect/matrix and the likes. When in reality it is just that player predicting very obvious plays.
I’ve had that a couple of times recently with a Mei calling me out when I ate both their ults. It was purely their movement, position that made it so obvious what they wanted to do, so I just waited for it.
Cheating is easier for a lot of player. Or boosting his friends in 3 stack group. I reported every group member for account boosting and boosting by higher elo player.
I hope you get banned for that.
