Ashe is pretty good.
Some players like picking Ashe.
Some players don’t like picking Soldier, or Tracer depending on situations or reasons.
WHY? In low elo he is broken.
Soldiers not broken anymore with the 250hp he lost his burst. Huge nerf to visor
Because plink plink and dynamite. Coach also lets you kite out flankers and deny Winston leap.
Why ? Vertical mobility (none of the heroes you listed have it), longer range than Cass, dynamite to burn the team, and of course, the hero herself, her lore, character, etc… Less boring than S76 too, but that’s very personal.

Ashe is fun. Dynamite is fun.
Broken or not, some players just don’t like using him. Might be playstyle, or they just favor other heroes. And no hero is perfect for every situation.
