Because she has a big fanbase by now, and Blizzard likes to cater to the masses.
She is also not a must pick/gamebreaking and does not define the meta.
People who complain about Moira play very controversial characters themselves.

She is over performing by a ton compared to the other supports so I wouldn’t say that blizzard wouldn’t nerf her. It’s very possible.
Ana had a big fanbase and yet she was nerfed slowly and painfully 1½ years ago.
She’s an awesome hero that fits nicely into most teams.
I think she gets a lot of flak because she is very versatile in that sense.
I play her a lot and its rare if i dont get both gold healing and elims.
People think shes OP because of this but she actually doesnt do much damage with her primary fire
[Citation Needed?] I never really got the impression that she was anything more than slightly-above average in terms of popularity, and even that was/is probably because she’s one of about 5 (formerly 4) healers.
I find the lack of evidence disturbing.
“Big fanbase” where? All I’ve seen are Moira nerf threads so far, and the occasional “Moira is fine” post that got downvoted in the old forums
“Not a mustpick” Pretty sure she’s now on one of the most picked heroes. Might not be MUST pick, but close to MOST picked
“Doesn’t define the meta” Yeah, I’m quite sure a lot of people are preaching the return of triple or even quad tank thanks to Moira’s ability to heal through allies.
“People who complain…” That’s…very generalizing. And very wrong. And lacks evidence.
She was the heart of the tank meta and the beyblade meta, she was considered powerful because she could charge her ult pretty quick, and could burst heal effectively before the nerfs hit her, I think she had a surprising amount of fans playing her back then.
“Big fanbase” mean nothing to the devs.
Just look at what they did with Mercy.
They angered so many Mercy mains with the rework, while others liked it. But then they nerfed it, and nerfed it and nerfed it again. And finally now she is at this point where many Mercy mains either stopped playing the game or even changed mains.
And from the stats we got from Devs… Mercy was the most played character of all
Mercy has a resurrection ability which is very controversial from the very beginning, and is definitely concept-defining/unique.
It does not seem to be very fair when an already “picked” key hero is brought back into battle just like that.
Most nerfs and reworks of the Mercy revolve around that.
The reason moira won’t be nerfed is because she … DOESN’T NEED NERFING. FML
… that … is not really the point. Old rez for example was fine, Mercy was picked a lot, but was not required. No one needed a big rework, just a few minor tweaks to it.
Moira is controversial as well, since she can do a lot of damage even though she can heal a lot. People don’t like that and argue about that.
Don’t get me wrong, I don’t think Moira needs a nerf. But popularity probably really isn’t a defining factor for balancing
But look at
Genji?
Tracer?
Even Roadhog was balanced around its fanbase.
That must be why the top 3 most popular heroes, Genji, Mercy and D.Va, have all been nerfed.
Genji is also not a must pick/gamebreaking nor define the meta. Still nerfed.
How does this keep Moira from getting nerfed exactly?
It think Blizz is only acting when it comes to a certain kind of QQ.
Like Hogs one shot combo or Scatter.
I would prefer Blizz telling them to just get good but that’s unfortunately not how it works.
Simple. Playing controversial characters, people use dodgy arguments like “support should be a free kill to me, please fix QQ”.
These arguments cannot be taken seriously.
Yeah except no one makes that argument.
Free kill is a term made up by supports. For DPS, no kill is “free.” Every kill is earned, unless you play a hero like junkrat.
Almost all of the nerf moira threads have been, “I can’t beat Moira in a 1 v 1 nerf now!” When they don’t realise that every DPS can potentially burst down a 200 hp hero in less than 2 seconds. The difference is they aren’t as good or aware of their environment and situation on their DPS as they think they are.
If she is overperforming then it is because the other supports have been repeatedly nerfed to oblivion. She wasn’t even considered an option till Mercy’s wings got clipped. Now all of a sudden Moira is OVERPOWERED hysteria (she isn’t).

Supports weren’t nerfed into oblivion.
Ana is close to her prime except the bionade bonus healing.
Zen remains a strong pick.
Lucio’s rework made him stronger, faster and more dps, and better boop.
Mercy’s healing output is the same.
Moira wasn’t considered an option because Mercy could instant rez up to 2 people with her ult. Prime Ana wouldn’t be an option vs that version of Mercy.
Because she has a big fanbase by now, and Blizzard likes to cater to the masses.
sees the Mercy megathread
Clearly.
