no it wasn’t, it was confirmed that they didn’t want them having “FU” on their shirts because their advertisers didn’t like the second meaning (“F**k you”).

You really can’t. Spamming it is reportable but not using it in or out of any context.
I once got a 5 man grav and this nano boosted Gengu somehow only got 2 of them I cleaned up and then stared at him. (He was looking at his feat crouched in a corner) I then used the “You have failed your team” voice line and we both died of laughter in the Comms.
Also as long as you don’t spam it I don’t think it’s reportable!

Voice lines are often just used as jokes, to be annoying, or to be silly. There really isn’t much difference between a Junkrat hopping around on mines shouting “Dipstick!” and him doing that and shouting “Happy Birthday!” or “I’d give it a… uh, three.”
And sometimes voice lines are just a bind on someone’s keyboard or mouse. Basically, it’s very hard to pinpoint if a voiceline being spammed is done to tilt a person or to just be silly. Like, for example, I have my voice line bound to Mouse4, and when I’m playing winston, I use the “…excuse me” line so that I can madly cackle as I dive upon my opponents and electrocute them. It’s not to hurt anyone’s feelings, it’s just cackling like a madman while hopping around with a tesla gun’s a lot of fun. If anyone is offended by this, I am truly sorry.
But now, compare this to the act of deliberately taking the time to type out or say an insult, and you can probably see why one would be taken a bit more seriously than the other.
(actually, honestly I find people who say “hello” after killing me more annoying than voiceline users.)

Then we would never be allowed to use Junkrat’s voiceline or “is this easy mode” after killing an enemy. It’s essentially T bagging. If you’re going to get all bent out of shape by an enemy or a teamate using a prerecorded thing the devs put in the game I suggest you go take a break. Take your finger off the report button and play the game or just don’t play it at all.
