Her ult alone should zone him for a good 3 seconds. It’s not like it is a gag ability or something.

Genji has a pretty small hit box, which most of D.Va’s primary doesn’t hit. Also, her best ability for extra damage, micro missiles, is easy to deflect since it’s very visible and goes on a decent CD after every use.
She’s good for jumping to defend her back line when Genji dives them, but she can’t usually afford to chase him around long enough to kill him.

Why should D.va counter Genji?
Her playstyle is all about diving in using matrix to eat everything in the way while using micro missiles and then deal damage to the chosen targets using her primary while the divers keep on making chaos.
She supposed to push in, not peal…
if you want a peeler Sigma is the defensive version of D.va and Zarya’s bubble might be even better.
But don’t expect one hero to do multiple jobs while taking the job of another hero instead…
Genji’s jumping around, paired with his deflect and shuriken-shotgun?
No chance for Hana Song.

Dva isn’t good at peeling? Dva is the best peeler in the game.
Sigma and Zarya both have long CD for their peel ability, and sigma’s has trash range. Zarya can bubble one person. Dva can DM a whole area and negate anything that’s not a beam or a melee.
Sigma is the OFFENSIVE version of Dva, not the other way around. That’s why they buffed her missiles recently, because her offense was kinda weak.
Doesn’t matter if D.va is a good peeler on not, the fact is she SHOULDN’T be a peeler.
her whole kit is about pushing.
sure dm can swallow more than anything else- but you don’t use your boosters at all and you never get the chance to deal damage since your shots are close range, meaning only if the enemy decide to stay you get value.
Even if D.va now is better at this job. it’s clear Zarya and Sigma’s job is more for protecting your team while d.va’s job is making the space while pushing for Winston or Hammond to to get close enough to do their job.
To be honest I don’t like to use the terms deffensive or offensive. it’s more different play styles.
D.va is a diver, Sigma is a brawler.
The 2 can be used for both deffense and attack but the difference is in the play-style.
If D.va is better than Zarya and Sigma at peeling it just means either she needs a nerf or they need a buff (personally I believe all off tanks deserve a buff so it’s kind of a weird spot for me).
Besides you forget that even though the protection might be slightly better in specific situations- usually bubble is a MUCH safer choice.
Zarya got much more consistent damage, her bubble neutralize EVERYTHING rather than just projectiles, and attacking her actually makes her even stronger.
Not to mention or size is much smaller.
Overall D.va’s job should be diving, not peeling and if they will make her both they just risk making the same problem Symmetra experiencing.
being 2 things at once making you either op or under powered.
but never balanced.
besides they aim for as much heroes as the game need so why not splitting the job for 2 heroes.
All tanks melt like butter vs Genji now. His right click just shreds them and helps him farm his ultimate faster.

Yeah, but I’m told that because D.Va’s guns don’t have to reload, they’re actually really good even though they can’t kill anything.

Maybe if you put it this way:
DVa: shoots Genji from 12 meters
Genji with 199/200HP: I NEED HEALING! I REQUIRE HEALING!

Usually counters got abilities that block or neutralize other abilities.
tanks counter by protection, dps counter by damage/kills and support counter by healing or positive utility…
Genji’s matrix is a specific direction defensive tool to block damage.
Genji is all about running around the target.
In order to stop something that runs around a target you need something that can either deal damage in an area of effect or block all direction.
Zarya is a good option because beam goes through deflect+bubble blocks all directions while buffing her damage, Reinhardt is a good option because hammer has aoe, Winston is a good option because beam goes through deflect and bubble seperates targets from one side to the other.
What in D.va’s kit screams I’m a Genji counter?
Just because a hero can eat projectile doesn’t mean he’s gonna counter every projectile hero…
Time based shield is all about blocking massive damage like Bastion or Junkrat. things that normal shields will usually be destroyed by quickly.
if you defense matrix Genji he can just attack you instead…
Zarya,rein and Winston punish him while also protecting the target giving Genji a reason to escape or die.
D.va just blocks damage for 2 seconds and can’t really do much to attack him…
It does if your aim/flight mechanics are good at close range, and Dva is balanced with such people in mind.

Also re: OP: Genji is an annoying little gnat that just farms D.Va for ult. Similar to Tracer, but D.Va does better v tracer due to reload cycling etc

I think the problem is FOV of this game if not Genji.
I just cant track him, always ending up with being his free kill.
If you play DVA and Genji is after you, run for your team because he will always spam you to death and there is simply NOTHING you can do about it.

D.va bomb takes like double the time to charge than blade currently.
Sometimes i just get killed while I’m in pilot mode and he still manages to LOS the bomb with the dash reset. I try to use self destruct to counter blade, but it is not reliable in the slightest.
D.va doesn’t do anything specific to deal with Genji
