Why is Tracer frowned upon in higher ranks?
She’s not frowned upon. She just doesn’t work well against the current meta so she’s seeing less usage. She’ll have her time again soon.

Some people said it in the forums but I’m glad to find out that they where wrong!
Lots of armor, lots of healing, lots of defensive cooldowns that all deny Tracer much more easily than she can outplay it.

I made a thread regarding Tracer’s balance some time awhile back, because she had never been touched directly by nerfs or buffs then. That’s changed now, but I think the response Jeff gave still stands. There were some videos on it I think
She’s always been hard to play. She’s received only nerfs while other DPS have received major buffs. Stuns are more prevalent. Dive is weaker now. She has no shield break. Tanks are strong and she got her anti-tank use nerfed.
Oh and Brigitte erases her like a Thanos Snap when ulting or every 6 seconds with E, and there’s basically no outplaying that.

Not against quad or triple. Sombra sucks against those 2, but yeah against every other comp Tracer is a worse Sombra.

People above diamond usually frown upon her because they know she’s a weak hero who is easy to counter, but the more you look like a smurf the more they accept her. That’s really her only niche right now, a smurf.
She’s too easily countered, and the general powercreep means that she’ll now maintain a much lower value to death ratio than she once was capable of.
She can still shine in occasional moments, but if you’re looking to be successful in comp, you probably shouldn’t invest time in a very situational character that takes hundreds of hours to master.
