No seriously, I would like to know why everyone is Ok with this.
When I even bring up the subject in a match, the entire match is perfectly happy with this ‘‘harmless’’ behavior and in fact attacks me for even mentioning it.
Almost nobody in matches will agree that voice line spamming is still spamming and therefore reportable.
Why is this?

My thought process is:
Since voicelines don’t clog the chat (unlike commands) and cannot be heard if you’re far away from your teammates, there isn’t really any harm in spamming them
BUT I also find them extremely annoying (specially after losing the fist round, but I’m a salty boi…)
I think they could easily limit them to 3-4 in a row and then a small cooldown before being able to spam again (like commands)

also, I report them in silence.
I’m not one of these who has to announce everything in game that bugs me to my team. I report abusive behavior, mute the person if necessary and keep playing.

i don’t like it, but it’s still harmless, don’t act like it isn’t
I only dislike it if the person literally nonstop spams one voiceline for the whole game. Some Bastions and Dvas are really… unique! It’s still kinda funny though…
People keep suggesting this, but this has never worked for me.
One would think that there are more pressing issues.

its not you can report them for spam.
Yeah we can report them, but reporting doesn’t immediately ‘fix’ anything. This is why we need the ability to mute specific players’ voice lines.

For anyone saying voicelines don’t impact the game at all.

No, muting players has never stopped voicelines from playing.
I’ve tried this almost every patch, one actually just yesterday where i had someone on my team spamming voicelines off cooldown.
If you want me to believe that muting them works, give me some sort of proof in video format.

I have really only seen Dvas do it, and it fits her personality.
It’s annoying as hec, but it doesn’t happen too often😂

There’s a new one of Bastion which I find irritating when used once my ears do not like it and I had someone use it over and over and over in a match 
It isn’t. It’s considered spamming and is bannable. You can also mute them if you want immediate action
