Why is my latency higher in game than the WinMTR?

30ms to the US West IP 24.105.30.129 (US West)

But my in-game latency is a minimum of 40ms, why is there a 10ms discrepancy?

You may not be playing on the West server every time. Anyone in the Americas can be matched to the Central or West servers.

The in-game latency includes the processing time on the client/server. With WinMTR you are measuring raw ICMP packet times, but in-game it’s including the processing times.
