Because it mainly the in your face, close encounter, players who keep dying by his passive
Or
Because they hate his damage for not āaimingā and getting good kills or what ever.
That really all it is. Nobody wants to watch the sky and in front (or behind) during a match. And rather hate and demand nerf/rework to a hero who is doing them wrong instead of improving themselves
He really is an easy hero to play but a very easy counter hero if you know what he lacks and canāt do. But nobody, not even the vets want to change there play when it comes to main

Low effort high reward hero that specializes in spam and cheesy kills.
I add the disclaimer that this is in lower ranks before people can consistently land shots, in higher ranks he falls off quite a bit and has to play smart to get kills. Especially after his mine nerfs.

Throughout most of this gameās life cycle Junkratās gotten hate because he doesnāt kill you so much as you donate your body to him with more often than not phenomenally poor choices/positioning.
Kinda similar to how Hook was.
