Yes. Because Mercy is trying her best to help those imperiled by war. She doesn’t want to though. And her pacifism put her at constant odds with OW leadership.

Pharah doe is a 180 degree difference and relation would end toxic because pharah believes justice needs to be served hard which makes her different from mercy by alot.
