It’s featured in the new PvE mode and actually would fit the theme for Halloween.
Anniversary got random skins as well as skins that could have been for other events.
This Winston skin and Shieldmaiden Brigitte for example could very well have been Halloween skins… on top of that, Shieldmaiden is the role of Brig in Junkenstein’s revenge and Gargoyle Winston is a boss of the new mode.
Formal Doom and Academy D.Va could also very well be Archives skins, Honeydew Mei a Summer Games skin and the list goes on…
And for short: It fits the Halloween theme so it makes sense to sell it around that time.
